City of Cultures
EPC Contracting for City of Cultures
The City of Cultures in Milan is the most representative element of the entire redevelopment project for the former Ansaldo area, which is one of the landmarks of redevelopment projects for exhibition purposes.
Strengths
Architectural and plant integration
Cefla designed and built advanced technological systems that are perfectly integrated with the distinctive architecture of the complex, ensuring functionality and aesthetics.
Energy efficiency and sustainability
Implementation of high energy efficiency plant systems, contributing to the achievement of energy class A1.
Innovative technologies
Use of advanced systems for plant management and control, ensuring environmental comfort and optimisation of energy consumption.

Background
The project is the focal point of a new urban redevelopment strategy for abandoned areas, achieved in part by creating new spaces in order to return important historical areas to the city. The central area, once occupied by the Ansaldo warehouses in Via Bergognone, was transformed into the ‘City of Cultures’ in 1999. Due to the geographical location of the area in which it is located, flexible spaces have been created that can encourage new stimuli and be redefined over time.
A project characterised by a remarkable level of integration between architectural, structural and plant engineering aspects and innovative technologies for Italy.
Challenges
- Plant integration
Creating technological systems that integrate harmoniously with the architecture of the complex. - Multidisciplinary coordination
Simultaneously managing different types of systems, ensuring a smooth interface between the various technological components. - Construction times
Compliance with delivery schedules within the scope of a complex and structured effort.
Project Tasks
The complex comprises several spaces for various uses. Lot A of the overall project consists of two sections:
- Lot A1: a new building located within the block and erected on the site of several demolished warehouses, intended to house the Centre for Non-European Cultures;
- Lot A2: a new entrance building, also within the block, replacing an existing building. This building houses part of the facilities of Lot B, as well as the support facilities for the building.
Implementation
Cefla has created mechanical systems through continuous research, developing alternative solutions focused on primary objectives:
- High-efficiency heating and cooling machines;
- Use of groundwater as a heat exchanger;
- Reliability and inspectability of machinery;
- Technology to reduce operating costs.
These solutions have eliminated the need for conventional heating and cooling plants. The main atrium of the building acts as a climate buffer. Each plant has filtration systems and exchangers to separate groundwater from condensation water. Heat pumps use groundwater to produce hot and chilled water. In summer, groundwater dissipates condensation heat; in winter, it is a heat source. Air handling units filter, heat and humidify the air in winter, cool and dehumidify it in summer, with automatic control for energy savings.
